You can select parts of layers with the selection tool and either copy them (CTRL+C) or cut them out (CTRL+X) and then paste them again (CTRL+V).You can merge a layer with the one below it from the context menu you get when you right-click on the layer in the layer hierarchy.When you select a layer in the layer window while holding ALT, you will get a selection equal to the visible parts of that layer.Some newer versions of Gimp will also let you hold CTRL to scale around the center point of the layer. When you scale things, try holding SHIFT to switch between free transformation and keeping the aspect ratio.This will allow you to drag the layer even if you don't click on a visible part.
